Short term vacancy (Replacement of Finance Manager during maternity leave)

 

 

Job Title: Finance Manager

Contract Duration: 4 months, July 1- October 31, 2008

Position Type: Part-Time, contractor

 

 

Post's Organizational Accountability

Under overall guidance of the Country Director and direct supervision of the Financial Department from CCF headquarters plays key role in management of country office resources, management of operations support services provided to projects as well as management of general finance. The primary role of Finance manager is to oversee all financial resources allocated to CO, contributions, budgeting and disbursement. Finance manager is accountable to verify compliance of all financial transactions carried out by CCF Country Office with established rules and frameworks. Finance manager advises Country Director and project managers on all aspects of accounts maintenance, budget control and other financial issues.

 

 

Key Responsibilities Include:

1. Prepare regular financial reports of CCF Belarus to CCF Headquarter (IO).
2. Ensure accounting in accordance with budget lines, IO Chart of Accounts in the Quicken software.
3. Side by side work with finance staff.
4. Ensure policies, procedures, standards are consistent with the HQ directives and appropriate in the country, and provide adequate controls.
5. Monitor country office compliance with contractual agreements, government regulations, and donor requirements and, audit recommendations.
6. Maintain regular communications with CCF HQ, and partner organizations.
7. Provide advice to the country office management on the financial and budgeting aspects of grants development, management and evaluation.
8. Maintains an overview of all financial resources allocated to CO, resources projected and funds disbursed.
9. Review financial status of program implementation, funds received and disbursed and financial resources expected or already available.
10. Budget monitoring.
11. Reviews program delivery regularly ensuring that it is on-line with authorized funding levels.
12. Cooperate closely with external auditors during the audit processes. Review audit reports. Prepare actions plan and ensures proper follow-up on audit recommendation.

 

 

Qualifications:

 

Technical:
1. Knowledge of accounting and the general ledger.
2. Strong analytical and auditing skills.
3. Excellent command of English (both written and verbal), Russian mother tongue.
4. Previous international NGO experience.
5. Working knowledge of USAID/ EU rules and regulations are desirable.
6. Knowledge of accounting software Best, on-line electronic banking, reporting systems Quicken and Internet resources.
7. Knowledge of International Accounting Standards.

 

Managerial:
1. Leadership to lead team effectively managing for results.
2. Resource management : to provide inputs into strategic resource management.
3. Ability to work under pressure.
4. Responding constructively to feedbacks and correction.
5. Interpersonal skills, co-operative attitude and team player.

 

 

Minimum Desirable Training and Experience:

College degree / University degree (or equivalent) in Accounting or Finance. Five years progressive work experience in accounting to include analysis, financial reporting and budgeting.

 

 

Languages:

Fluency in spoken and written English is a requirement.
